Grid Connection Voltage Levels for Distributed Photovoltaic Power Generation Systems

        Implement differentiated grid connection strategies tailored to each station. Municipal development and reform commissions shall categorize distributed photovoltaic projects into three types: "complete self-consumption," "self-consumption with surplus electricity fed into the grid," and "full grid feed-in," for scientific classification and management to enhance consumption capacity. For "complete self-consumption" projects and "self-consumption with surplus electricity fed into the grid" projects with an installed capacity of 8 kW or less, procedures may be simplified, with grid companies providing green channel grid connection services. For "full grid feed-in" projects and "self-consumption with surplus electricity fed into the grid" projects with an installed capacity exceeding 8 kW, comprehensive assessments based on distribution network planning and grid capacity evaluation results shall be conducted. Projects that align with planning and meet capacity requirements may be connected in an orderly manner by grid companies following the corresponding grid connection management procedures.

        Prioritize local and low-voltage grid connections. Encourage distributed photovoltaic investment enterprises to carry out large-scale development of distributed photovoltaics through "whole-village contiguous" approaches. Support the construction of distributed photovoltaic projects near electricity loads. In areas with dense electricity loads and strong grid infrastructure, adopt low-voltage local connection methods to achieve local electricity consumption. In principle, distributed photovoltaic projects with an installed capacity of 8 kW or less shall be connected at a voltage level of 220 volts; those with 8 to 400 kW shall be connected at 380 volts; those with 400 to 6000 kW shall be connected at 10 kV; and those exceeding 6000 kW that cannot be balanced locally may be connected at voltage levels above 10 kV. In areas where low-voltage connection is not feasible, conditions can be improved by converging and boosting voltage to medium- or high-voltage distribution networks or by configuring independent energy storage in corresponding substations (transformer areas). After assessment confirms that the connection meets grid safety requirements, arrangements for connection shall be made.
