(1) Timely Response to Grid Connection Applications. Grid enterprises must provide fair and non-discriminatory grid connection services for compliant distributed photovoltaic projects in accordance with the requirements of the "Regulatory Measures for Fair Grid Open Access" (NEA Regulation [2021] No. 49). Owners of distributed photovoltaic projects applying for grid connection should submit a grid connection letter of intent to the grid enterprise, specifying necessary information such as the type of filing, installed capacity, and grid connection mode, and are responsible for the authenticity, legality, and completeness of this information. Upon receiving the grid connection letter of intent for a distributed photovoltaic project, the grid enterprise should provide a formal response regarding acceptance within 2 working days. Grid enterprises must ensure that application channels are unobstructed, adopting methods such as "online acceptance" and "one-time notification" to handle grid connection applications, and conduct evaluations and confirmations of supporting materials such as the identity of the project's natural person, property rights of the project address, and invoices for self-purchased equipment in accordance with regulations.               

(2) Accelerate the Issuance of Connection Opinions. For distributed photovoltaic projects connected at 220 volts or 380 volts, owners do not need to conduct specialized grid connection system designs. The grid enterprise can evaluate the project and provide free services such as typical grid connection system design plans, issuing a written response within 7 working days. For distributed photovoltaic projects connected at 10 kilovolts or above, owners must, in accordance with regulations, commission a qualified design unit to conduct the grid connection system design and provide the grid connection system design plan report to the grid enterprise. After assessing that the grid connection system plan complies with standards and meets conditions, the grid enterprise should issue a written response within 10 working days. (3) Scientifically Simplify Grid Connection Procedures. To streamline workflows and shorten connection timelines, for distributed photovoltaic projects connected at 35 kilovolts or above and grid connection projects that have been approved (filed), the grid enterprise should sign a grid connection agreement with the distributed photovoltaic project owner within 10 working days. After project completion, the grid enterprise should organize equipment acceptance and debugging within 10 working days, and upon passing, connect to the grid for operation. Municipal development and reform commissions may, based on this document and in conjunction with grid enterprises and distributed photovoltaic project companies, formulate specific local implementation rules according to actual conditions.
